GSA and Meta Partner to Accelerate Open Source AI Adoption Across the Federal Government

The U.S. General Services Administration (GSA) has announced a landmark collaboration with Meta under the OneGov initiative, designed to rapidly accelerate the adoption of Artificial Intelligence (AI) across federal departments and agencies. This major step, announced on September 22, 2025, centers on making Meta’s open source AI models, known as Llama, more accessible for government-wide use.

Eliminating Redundancy, Driving Efficiency

The primary operational benefit of this new streamlined OneGov arrangement is efficiency. By creating a single framework, the initiative eliminates the need for individual agencies to negotiate separate access agreements, saving significant time and reducing duplicated efforts across the federal government. GSA focused its expertise on the necessary backend work, ensuring that Llama meets all essential federal requirements and provides consistent, streamlined access.

This collaboration is crucial for bolstering the objectives outlined in America’s AI Action Plan and supports key OMB Memoranda driving the efficient acquisition and accelerated use of AI in government.

Federal Acquisition Service Commissioner Josh Gruenbaum stated that GSA is dedicated to integrating AI into government operations in alignment with the President’s AI Action Plan. He noted that Meta’s commitment to advancing public sector services grants federal partners easier access to Llama and open source AI, offering unique benefits for federal agencies and government use cases. Through these OneGov initiatives, GSA is driving an unprecedented acceleration of AI adoption.

The Power of Open Source AI in Government

The decision to leverage Meta’s Llama models—which are freely available—offers distinct advantages, particularly concerning security and cost.

Llama’s open source nature provides agencies with the ability to retain full control over data processing and storage. By verifying access in accordance with government needs and legal requirements, the collaboration strengthens the federal government’s ability to test, adapt, and deploy AI while maintaining full control over sensitive data.

Furthermore, because the models are publicly available, technical teams can build, deploy, and scale AI applications at a lower cost, delivering significant value directly to American taxpayers. Open models give agencies the flexibility to build mission-specific solutions, reduce reliance on closed providers, and foster greater transparency and reproducibility in AI research.

Mark Zuckerberg, Founder and CEO of Meta, emphasized the public benefits, stating that America is leading on AI and that the goal is to ensure all Americans see the benefit of AI innovation through better, more efficient public services. With Llama, America’s government agencies can better serve people.

GSA: Central to Federal Technological Advancement

The GSA provides centralized procurement and shared services for the federal government, overseeing more than $110 billion in products and services via federal contracts and delivering technology services that serve millions of people. This new partnership underscores GSA’s mission to deliver the best customer experience and value in acquisition and technology services to the government and the American people.
