The Future of Federal Procurement: Why AI is Revolutionizing the FAR Overhaul

For years, reforming the Federal Acquisition Regulation (FAR) has been a persistent challenge for successive administrations, with many attempts falling short. Yet, there’s a strong sense that “this time is different”. The Trump administration’s push to overhaul the FAR is gaining unprecedented momentum, largely due to the transformative power of artificial intelligence (AI) and other agentic tools.

The FAR, a colossal document spanning over 2,000 pages, has long been described as an “excessive and overcomplicated regulatory framework”. This “red tape” has created an “onerous bureaucracy” and significant obstacles, particularly for smaller, cutting-edge businesses trying to offer services to the federal government. The goal of this overhaul is to lower these barriers and foster an environment where the nation’s best companies can engage with federal agencies.

Josh Gruenbaum, Commissioner of the GSA’s Federal Acquisition Service (FAS), is highly optimistic. He highlights that technology today, specifically agentic tools and AI, makes all the difference. These technologies are seen as game-changers, capable of easing the “really tough, laborious, monotonous” human processes involved in procurement. While subject matter experts remain crucial, AI can significantly “lower and go faster through agented tooling”.

This “Revolutionary FAR Overhaul” is being taken seriously across the administration. Beyond AI, the initiative is bolstered by a “business-focused approach” from the Trump administration and strong inter-agency collaboration. The Office of Budget and Management (OMB), the Office of Federal Procurement Policy (OFPP), NASA, and the Department of Defense are all contributing to the effort.

President Donald Trump’s executive order in April explicitly called for changes to the FAR, urging the removal of “undue barriers” and “unnecessary regulations”. In response to these directives, the GSA launched a new website in May to track progress, provide details on updates, house a streamlined version of the FAR, offer buying guides, and allow federal acquisition stakeholders to provide feedback.

With AI at its core, this overhaul aims to transform federal procurement, making it more efficient, accessible, and responsive, ultimately allowing the government to bring in the innovative companies it needs to stay competitive.
