Mastering the FAS Catalog Platform: Your Essential Guide to FCP First Steps
The General Services Administration (GSA) is excited to welcome hundreds of vendors onboarded to the FAS Catalog Platform (FCP) since Monday. If you are just starting out or looking for an insightful refresher, understanding FCP’s core functions and mandatory initial steps is key to confidently navigating the system and managing your GSA catalog.
What is FCP and Why the Change?
The FAS Catalog Platform (FCP) is a web-based application designed for MAS vendors and the GSA workforce to manage catalog data for both products and services. FCP is focused on integration and modernization. It connects directly with existing contracting systems, such as eMod, FSS Online, and GSA Advantage, which means vendors and the workforce no longer need to use systems like SIP, EDI, or CORS, ultimately streamlining the workflow for all users.
FCP introduces significant efficiency improvements:
- Automation for Compliance and Pricing: The system automatically generates a Compliance and Pricing Report (C&P report), which replaces the previous 4P report, before you submit any modifications. This helps you address potential issues ahead of time, reducing back-and-forth communication and speeding up the review process.
- Modernized File Structure: FCP replaces the traditional Price Proposal Template (PPT). Products and services are now managed through different structured files: the Product File (for items sold on GSA Advantage) and the Services Plus File (for items published to a Price List). This shift streamlines processes, reduces errors, and improves efficiency for both vendors and the workforce.
Gaining Access: The Authorized Negotiator Requirement
To log into FCP, you must be listed as an Authorized Negotiator on your contract. You will use your existing FAS ID to access the system. If you do not have a FAS ID, you must first register for one and then register for FCP access.
Crucially, your FAS ID must include the Authorized Negotiator role. All Authorized Negotiators are automatically assigned the Vendor role in FCP. The Vendor role allows you to view all your contracts and catalogs, create new actions (like updates or modifications), and process actions that are already in progress.
Important Note: If someone on your team is not currently an Authorized Negotiator, they must be added by submitting an administrative modification request in eMod before they can access FCP.
Your FCP First Steps Process
For vendors new to the platform, FCP provides a structured Catalog First Steps Process designed to establish your catalog’s official starting point. These steps must be completed sequentially:
Step 1: Complete the Seller Profile Update
When you log into FCP for the very first time, you will be prompted to review and update your Seller Profile. If this step is incomplete, you cannot proceed with the Baseline Catalog submission—the rest of the system remains locked.
The Seller Profile has three main parts you need to check and update:
- Contract Information: Update your Minimum Order Amount to match your current contract and select your catalog offerings (Products, Services, or both). This selection determines whether you will submit a Product File, a Services Plus File, or both.
- Contractor Information: Confirm company details, including the name, address, and point of contact.
- Dealer and Distributor Information: Review and update any dealers and distributors linked to your contract.
Once you submit your Seller Profile, the Contracting Specialist or Contracting Officer (CS/CO) reviews it. If approved, the information automatically publishes to GSA Advantage within two business days.
Step 2: Complete a Baseline Catalog Action
After your Seller Profile is approved, FCP unlocks the Baseline Catalog action. This is a one-time action that establishes your official product or service catalog in FCP. You have the flexibility to choose whether to start with a Products Baseline or a Services Baseline.
Product File Baseline
If you offer products sold on GSA Advantage, you will submit a Product File. This file consolidates all necessary catalog data, replacing both the product PPT and the SIP template.
- You start in eMod by creating a new modification and selecting the Catalog Baseline subtype.
- You link this eMod modification to a new Baseline Product action in FCP.
- FCP automatically generates a copy of your current GSA Advantage catalog in Product File format, serving as your starting point. You must then fill out missing required fields, such as Government Price No Fee.
- After passing FCP’s validation checks, the action status updates to “C&P Report Available.” You must review the Compliance and Pricing Report, address any compliance flags (by using Quick Updates or deleting flagged items), and then upload the final Product File.
Once the CS/CO approves the Product Baseline, the process concludes with a Docusign modification package, and the system automatically publishes the products to GSA Advantage. This completes the First Steps Process for product-only vendors.
Services Plus File Baseline
If you offer services or items not sold directly on GSA Advantage (but listed on a Price List), you will submit the Services Plus File. This action automates the Price List publication process, ensuring that the Price List is generated and published to GSA Advantage, eLibrary, and eBuy.
The Services Plus File, much like the Product File, starts with an eMod modification linked to the FCP action. Unlike the Product File, it does not go through market research, but it does go through data validations and warnings.
For Services Vendors Only: After completing the Services Baseline, you must follow up with the Update Terms and Conditions File action, using the same eMod ID you used for the Services Plus File Baseline. When updating your T&C file offline, remember to remove all pricing information, as that is now included in the Services Plus File.
Continued Support
To help you manage your catalog efficiently, GSA offers extensive resources:
- The Getting Started in FCP Vendor User Guide provides a comprehensive PDF walkthrough for logging in, performing your Seller Profile update, and completing Baseline actions.
- How-to training videos are available on a YouTube playlist for those who prefer visual learning.
- Weekly Office Hours are held every Thursday at 1 PM ET, rotating topics between Products-only and Services Plus-only, along with monthly FCP 101 training sessions.
By completing these First Steps, you establish an accurate, modern foundation for all future catalog management tasks (Add, Change, Delete, or Temporary Price Reduction actions).
